I am in the Marquee Title Tool and can’t open the regular Title Tool anymore This can be fixed by going into your Project Window and going to your Settings tab. Under the Settings tab, choose Marquee Title. A dialog like the one below should open up.
Change the Create New Title Using to Title Tool and change the Promote Title Tool titles to Marquee and click on OK. Now when you go to Tools>Title Tool it should open up in the Title Tool mode.
